What is the difference between partial and filtered sunlight?

There are different opinions, but generally, partial sun means anything less than five hours of sun a day. Filtered sun means sun that is filtered through a light curtain (the equivalent of about two layers of cheesecloth) or through the leaves  of overhanging trees.
