How do I repot a plant in the same pot with fresh soil?

Remove as much of the surface soil as you can without injuring the roots and replace it with fresh soil. This is the safest method. But you can also knock the root-ball out of the pot, rub off excess soil, and put the plant back in the same pot with new soil.
