Although I dusted seeds with a disinfecting powder to prevent damping-off, only a few germinated. Why was this?

Seed disinfectants are good but not surefire preventives of damping-off. In fact, some experts feel that too much disinfectant prevents germination. You can avoid damping-off almost entirely by sowing seeds in sterile soil, sphagnum moss, or vermiculite.
